Abstract

Purpose: The purpose of this study is to suggest implications for setting up the future urban regeneration performance management system and performance indicators by analyzing the criticality of performance indicators by project stage and type for central city, general neighborhood, urban residential district regeneration and town regeneration projects among neighborhood regeneration projects. Method: For this, we conducted questionnaires on seven experts, FGI, Urban Regeneration Support Center, public officials and a hundred related experts. AHP analysis was conducted to figure out the level of criticality of each stage and type of regeneration projects. Result: As a result of the analysis, firstly, the performance of regeneration projects should take into account not only output indicators derived directly from a project, but also result indicators and process indicators from a long term perspective. Secondly, it was identified that performance deliver plan should be put forward according to the characteristics of each project in establishing urban regeneration and revitalization plan: in the case of central city, performance indicators for economic activity enhancement and social integration should be weighted. In the case of general neighborhood type, residential support type, and town regeneration type projects, performance indicators for community capacity enhancement, community improvement, community welfare facility expansion and service improvement should be weighted. For this, the central government should support human resources and budget for municipalities’ performance management and conduct performance goal verification, consultation, education, and management and supervision by establishing a performance management task force.
