Совершенствование инструментария оценки эффективности инновационного обеспечения промышленного развития в особых экономических условиях

Abstract

The economy of the Donetsk People's Republic is currently functioning in conditions of extreme uncertainty due to prolonged military operations in the region. This circumstance encourages researchers to search for new tools for evaluating the effectiveness of innovative support for industrial development in special economic con-ditions. Within the framework of this article, it is substantiated that in modern conditions of the formation of a new technological order, the state should determine the priority directions of industrial development of the terri-tory on an innovative basis. The necessity of state participation in the organization of “growth centers”, in partic-ular, business incubators and technology parks with state guardianship, is proved. Quantitative criteria that can be used to assess the effectiveness of the technopark are analyzed. As a research task, the authors identified an attempt to assess the success of innovative projects of industrial development by taking into account the risk of military operations in special economic conditions. The application of military operations coefficient in the calculation of indicators of budgetary efficiency in the implementation of innovative projects of industrial devel-opment is justified.
