Abstract

The question of the strategic managing forces of defensive of sector of safety and defensive (further – SSD) ofUkrainea long ago already stands on an order-paper, foremost for his sound analysis and further deep improvement. Especially sharply a question costs in determination of his organ of management and mechanism of management forces of defensive of SSD. Yet worse there are matters of the strategic managing forces of defensive of SSD, if measures which are foreseen by an operating normatively-legal base are executed partly. Namely, with beginning of partial mobilization and conduct of anti-terror operation (further – АТО), id est with beginning of the special period, a martial law was not entered and the General staff of SS of Ukraine (further – GS of SS of Ukraine) was not involved as Rate of Supreme Commander-in-chief (working organ of RSK of SS of Ukraine). It substantially influenced on quality of managing forces of defensive during realization of АТО. Most bustle during realization of АТО, especially in the questions of coordination of synergies of forces and facilities of different departments, that guidance of АТО was laid on security of Ukraine Service brought in, as SSU has neither corresponding organs of management nor geared-up shots nor absolutely no preparation in managing battle actions. Overcoming the indicated problems is foreseen by purposeful reformation and development of SSD with introduction of the compatible system of planning and management resources on the basis of modern European and NATO’s approaches, that will enable to promote his institutional and structural balanced and create an effective complex and multifunction state tool providing of state security.
