Abstract
The goal of this article is the analysis of the Russian social system changes form the soviet system to the social state (modern capitalistic state), if it is a kind of comebacks to the worlds progress or a new social experiment, which joins the country to the world system ignoring its difference. This comparative analysis of the soviet experience in the state building and modern Russian state shaws different and common features of this process. In the article all contradictions of the modern Russian social state and their causes are shown, results of Russian upgrowth (in this sphere), are predicted.
