Abstract

Introduction. Environmental protection is a state policy of the Republic of Bulgaria. One of the key elements of this policy is preventive controls to protect the environment. According to Art. 152 of the Law on Environmental Protection, preventive controls to protect the environment is through the environmental assessment for the approval of plans and programs by assessing the impact on the environment as a condition for the development of the investment process, as well as through the issuance of complex and other permits required by law. What is the purpose of this preventive control? Again, according to the said law (Art. 153, para. 1) preventive control aims to prevent contamination and / or damage to the environment than the permissible limits prior to the proposed and / or planned activity. Start in an investment process is impossible without detailed assessment of the environmental impact and the consequences of that impact. In this regard, the goal of the study is to examine and analyze some important points of Bulgarian Bulgarian legislation and practice, reflecting the place and role of the assessment of environmental impact in the investment process.
