Abstract
The article contains the analysis of the negative impact of the housing and public utilities sector on the environment on the basis of the concept of sustainable development. It also lists the main factors, defining the importance of the environmental control of the housing and public utilities, and provides examples of ecologically and economically effective application of the sustainable development concept in the sphere of housing and public utilities. The article suggests using the scenario method of evaluation of both possible and negative effects which may appear upon implementation of some innovative technology within the framework of the housing and public utilities sector. The scenario method presupposes the quantitative and qualitative analysis of the situation, taking into consideration various economic, ecological, and social factors.

Трудности в оценке степени загрязнения данным предприятием ЖКХ; сложным является отслеживание прогресса или регресса конкретного предприятия, так как негативный, либо позитивный эффект может растянуться на длительное время; сложно проследить положительные/отрицательные последствия внедрения некоторой эколого-ориентированной инновации или, наоборот, отказа от каких-то наработок в данной сфере; население территории не имеет представления о том, какой реальный вред наносит окружающей среде выбранное предприятие ЖКХ, в связи с чем невозможна конкуренция между данными предприятиями на основании критерия снижения экологических рисков
Summary
Если принять во внимание количество подобных хозяйств на территории, то становится очевидным, что доля загрязнения окружающей среды и негативного воздействия на здоровье человека со стороны сферы ЖКХ является достаточно значимой для того, чтобы данное направление стало предметом пристального изучения и совершенствования. Меры такого рода усилят конкуренцию между предприятиями ЖКХ именно с позиции снижения экологических рисков, покажут значительность и важность для экономики усилий каждого отдельного жителя территории по охране окружающей среды
