Abstract
본 논문은 아파트 화재에서 재실자의 피난안전성을 제고하기 위한 목적으로 수행되었다. 이를 위해 대전광역시 유성구에 위치한 183개 아파트 단지의 3,056개 피난계단 층을 대상으로 현장 조사를 실시하였으며, 입주민 183명을 상대로 소방안전교육경험, 피난계단에 대한 안전관리인식, 그리고 소방안전인식에 대한 설문조사하였다. 조사결과, 연구대상물 3,056개 피난계단 층 중 1,916층에 장애물이 방치되어 62.7% 장애물 형성율을 나타내었다. 소방안전교육 경험은 연구대상자의 83.10%가 있는 것으로 나타났다. 연구대상자의 피난계단에 대한 안전관리인식은 평균 <TEX>$3.84{\pm}0.75%$</TEX>를 보였으며, 소방안전인식은 평균 <TEX>$3.49{\pm}0.61%$</TEX>을 나타냈다. 결과적으로 연구대상자는 대부분 소방안전교육을 받았고, 피난계단의 안전관리에 대한 방법은 이해하고 있지만, 안전관리에 대한 행동의 실천은 낮은 것으로 나타났다. 본 연구결과를 바탕으로 한 정책적 제언은 피난계단의 안전관리에 대한 인식이 행동의 실천으로 이루어질 수 있도록 소방안전교육을 정기적으로 받을 수 있는 사회적 제도와 그 교육에서 피난계단의 관리에 대한 교육내용이 강조되어야 한다. The purpose of this paper is to improve the evacuation stability of residents in apartment fire. For this purpose, the actual condition survey about the obstacles was conducted on 3,056 escape stairs in the 183 apartments. In addition, the questionnaire investigation was carried out a survey targeting the residents of apartments about their experience of fire safety education, perception on safety management of escape stairs, and perception on fire safety. As a result of investigation, we confirmed that the obstacles were formed in the 1,916 escape stairs among the 3,056 escape stairs of the 183 apartments (percent of barricades in escape stairs: 62.70%). Furthermore, it showed that fire safety education experience was found to be 83.10% of subject. The perception on safety management of the subjects in the escape step and the perception on fire safety were <TEX>$3.84{\pm}0.75%$</TEX>, and <TEX>$3.49{\pm}0.61$</TEX>, respectively. In the results, most of the subjects had a fire safety education and knew how to safety management the escape stairs but, the practice of the safety management action was low. Based on the results in the paper, the policy proposal is that the fire safety education is emphasized to change from the perception to action.
