Abstract
The study conducted a retrospective analysis of the fight against epidemics and pandemics around the world andUkraine. The existing experience in this regard has been systematized; errors have been found that cannot be repeatedat the present stage of the response to the pandemic COVID-19 and in the future, if new dangerous challenges arise tohumanity in the field of preserving the health of the population.It was revealed that humanity has always tried to fight epidemics of dangerous infectious diseases in any way availableat a certain time to complete victory over them. Subsequently, the experience gained in the fight against these diseasesmade it possible to organize and take appropriate actions sufficiently mobile to prevent their further spread. In addition,it was appeared an understanding of the adoption of collective security measures to counter the spread and consequencesof dangerous infectious diseases. The culmination of this understanding can be recognized as a legal approach to theregulation of activities for the prevention and combating dangerous diseases.The following global stages of countering coronavirus disease in Ukraine are chronologically identified dependingon the nature of the measures applied: stage I: March 2020 – the fight against the disease by available measures; stageII: end of March 2020 – treatment of the disease and continuation of stage I measures; stage III: April 2021 – the startof the vaccination campaign and the continuation of the measures of stages I and II; stage IV: July 2021 – strengtheningthe information influence on public consciousness regarding the need to accelerate vaccination; deployment of quarantinemeasures aimed at preventing the spread of the Delta strain in Ukraine; continuation of stage I, II and III measures. It was emphasized the need for inter-State cooperation aimed at monitoring the situation and developing measuresfor the collective protection of public health, supporting research on the prevention of large-scale acute infectious diseasesas well as the accumulation of medical and pharmaceutical tools to counter epidemics and pandemics.Key words: infectious disease, epidemic, pandemic, pandemic COVID-19, fighting epidemics.

Все це викликало відчутні складнощі під час проходження другої і третьої хвиль, а так само позначилося на процесах вакцинації, що наразі здійснюється в Україні зі значним відставанням від вакцинації у провідних європейських країнах
Що були вжиті Урядом для протидії захворюванню, були: широке інформування населення щодо способів профілактики хвороби; обмеження на в’їзд та виїзд із країни; уведення маскового режиму в приміщеннях, громадському транспорті та під час масових заходів; зобов’язання громадян дотримуватись дистанції 1,5 м; обмеження проведення масових заходів; обмеження / заборона роботи закладів громадського харчування, освіти, закладів культури, торговельно-розважальних центрів, непродовольчих ринків і магазинів, спортзалів, басейнів і фітнес-центрів; регулювання відсотка наповненості закладів культури та спорту; самоізоляція громадян, що захворіли на COVID-19 та членів їх сімей; заохочення переведення співробітників на дистанційний режим роботи та ін
Summary
Перша резолюція Генеральної Асамблеї ООН з питань міждержавного співробітництва у боротьбі з COVID-19 була прийнята 2 квітня 2020 р. Метою статті є ретроспективний аналіз боротьби з епідеміями та пандеміями у масштабах світу та України, що передбачає, по‐перше, систематизацію наявного досвіду із цього приводу, по‐друге, з’ясування тих помилок, яких неможна допустити на сучасному етапі протидії пандемії COVID-19 та у майбутньому, якщо виникатимуть нові небезпечні виклики людству у сфері збереження здоров’я населення.
