Abstract

The article provides an overview of recent reports on various aspects of world development and identifies the contradictions between the expected increase in human development opportunities from the rapid expansion of ICT in the economy and management and the decline in global productivity growth rates; the increase in polarization and inequality on the labor market; the decrease in the proportion of free and fair elections with the general increase in the number of democratic states. As a result, the following hypothesis is formulated and verified: the expansion of ICT in the economy and management reinforces the trends in human development that have developed in the society. To verify the hypothesis the paper analyzed the status and trends of human development in Ukraine; investigated the relationship between the expansion of ICT in the economy and management and human development. As a result of the analysis of statistical information from 2000 to the present time and the study of the results of sociological observations, a steady negative tendency towards deformation of human potential has been revealed. It has been shown that the most indicators of human development are characterized by unsatisfactory condition. The biggest concern refers to such aspects as: demographic development, the state of the labor market, material well-being. It is revealed that the key challenge from the expansion of ICT in the economy and management for human development is the deepening of regional stratification, especially when it comes to the living conditions of the population. The level of housing, its comfortable conditions and the development of social and technological infrastructure are perfect in urban areas, especially in Kyiv, and poor in rural areas. It has been shown that unequal opportunities cause social unrest and under the expansion of ICT it gets new forms for realization, from socially acceptable and legitimate ones (electronic petitions, complaints, appeals) to the illegal actions. It has been stated that the social unrest becomes the object of manipulation, that is why to the traditional challenges distinguished by the experts there can be added information insecurity that led to hybrid warfare and large deformation of human potential in Ukraine.
