Abstract

The authors illustrate that the practical implementation of liberal and neoliberal dogmas in Russia led to catastrophic consequences. There was a drop in economic growth, comparable to the losses of the war, revolution and civil war of 1914-1922, a massive outflow of capital abroad. The differentiation of the population by income has increased, the Gini index has almost doubled compared to its value in the USSR. The experience of the developed countries of the world has convincingly proved that only with active state regulation can the economy demonstrate stable competitive development. Today, the state is charged with price control, maintaining the health system, ensuring a decent standard of living for older people and the unemployed, granting scholarships to students as the most vulnerable sections of the population, reducing the gap between the rich and the poor, implementing industrial, innovative, environmental policies, and supporting employment. The basis of the modern socio-economic development of Russia should be non-resource sectors of the economy. At the same time, their development is possible only if protectionist policies are implemented. This is convincingly evidenced by the historical experience of Russia
