Abstract

This study attempted to derive a plan to promote an exchange and cooperation between universities through the case of the Chungcheong Higher Education Compact(CHEC). To this end, the concept of shared universities and exchange and cooperation between universities were defined, and the cases of domestic and foreign exchange cooperation, shared universities and the cases of the CHEC were analyzed. As a result of the analysis, the cases of exchange and cooperation between universities, the case of the CHEC of the National University Promotion Project, and the case of shared universities after 2020 are similar in content, but there are differences in operation. In the past, in the case of exchange and cooperation between universities, there was a limit to the absence of a dedicated organization in charge of exchange and cooperation and securing a stable budget. Since 2019, CHEC and shared universities have something in common that a dedicated organization operates a cooperative project. However, unlike the case of shared universities, in the case of CHEC, there is a limit to the active business operation as part of the budget for national university development projects is shared and operated. On the other hand, the case of shared universities has a relatively large influence on actively participating in exchange and cooperation because the dedicated organization manages the budget for financial support projects, where exchange and cooperation between universities is the main project. Based on these analysis results, a plan to promote exchange and cooperation between universities and a shared university system through joint educational innovation centers by region was suggested.
