Abstract

The paper aims to reveal specificity of local control over Streltsy and Cossack units in Moscow State in the second half of the XVII century. Scientific originality of the study involves a comparative analysis of previously unpublished archival documents of the second half of the XVII century - instructions for Streltsy and Cossack heads in frontier regions. The conducted research allows identifying specificity of local administration system in frontier regions: bureaucratic regulation, low level of administrative staff training. Administration was focused on strict execution of instructions from central departments, civil servants’ experience and administrative skills were of slight importance.
