Abstract

Article provides a detailed analysis of the formation and development of the regulatory framework of the education system of the soviet state (from 1917 to the collapse of the Soviet Union), highlights the features of the national educational policy during the specified period. The materials of the article are based on a scientific research conducted over a period of 5 years within the framework of R&D “The formation of the system of regulatory support for education in Russia (on the example of secondary and higher education)” in the direction “Development of the regional education system, innovations in education” (FGBOU VO “NESU”).
