Abstract

Annually the number of rural settlements in Russia is decreasing, at the same time the number of rural areas without inhabitants is increasing. There are a sufficient number of factors influencing the reduction of rural set-tlements. But in our opinion, the most significant negative impact is exerted by the low level of remuneration of workers in the agricultural sector of the economy, as well as the very specifics of agricultural labor. The prob-lem of youth outflow, which is directly related to the lack of attractive social infrastructure in rural areas, has not been solved yet. To ensure staffing needs, a mechanism of sustainable reproduction of agricultural personnel is a necessary condition. Macro-environment factors have a significant impact on the nature of personnel re-production processes, since they largely determine the conditions for decision-making by participants in the reproduction process. The labor resources of the agricultural sector are characterized primarily by lower quality relative to other sectors of the economy. The reduction in the number of agrarian personnel, inconsistency in the qualitative structure of personnel cannot fully ensure the competitiveness of the industry, as well as fully realize the tasks facing the multi-structure agriculture-based economy. The article highlights the features of the process of reproduction of personnel in rural areas, which will allow structuring analytical data in the analysis of the system of reproduction of agricultural personnel. The aim of the present article is to develop a methodology for analyzing and systematizing the factors of the macro-environment of personnel reproduction. The study applies the methods of STEP-analysis and STEEPLE-analysis. The scientific novelty of this study lies in the systematization of macro-environment factors that affect the reproduction of rural personnel, based on which the methodology of three-level analysis is substantiated. The practical significance of the results obtained lies in the systematization of the factors of personnel reproduction in rural areas, based on Russian studies and taking into account, in particular, the size and socio-economic heterogeneity of territories. The result of the study is the identification, justification and systematization of macro-environment factors that influence the re-production of personnel in rural areas.
