Abstract

The management system for the implementation of the National Project «Education» in the regions of the Russian Federation in terms of educational organizations is presented. It is shown that the systemic increase in management efficiency in the presented management system occurs as a result of emergence, and the formation of a cumulative synergetic effect within a single National project «Education» is determined by the sum of the private synergetic effects from the introduction of methodological approaches to decision support in the management of the implementation of National projects in the regions of the Russian Federation and the mutual influence of the targets of national projects on each other. The corresponding formalization is presented taking into account the proposed integral indicator of the effectiveness of management activities of the National Project «Education» in a particular region. The synergy coefficient is proposed, which represents the elements of the inverse-symmetric matrix of paired comparisons of expert assessments of the mutual influence of the national project «Education» on other national projects. The prospects for the application of the model of the cumulative synergetic effect in the control subsystem in the developed management system for the implementation of National development projects of the region of the Russian Federation are determined.
