Abstract
The aim of the article is to study the practice of formation of situational network management in Ukraine and the scientific substantiation of the economic mechanism for its provision. The research methodology is based on the analysis of the theoretical and legal foundations of the formation of a network of situational centers of public authorities in Ukraine and their scientific generalization to substantiate the constituent elements of the economic mechanism for ensuring situational network management. The authors show that the coordination of the sources of resourceing of situational centers with the methods of their use in accordance with the defined goals of their functioning, as well as the formation of the necessary and sufficient material and resource base provides for the formation of an economic mechanism for situational network management of public authorities. The article substantiates the role and place of situational network management in the activities of public authorities and identifies the constituent elements of the economic mechanism for its provision, including: goals and principles of activity; supporting and functional components; factors of its formation and the parameters of evaluation. The authors specify that the formation of an economic mechanism for ensuring situational network management should be carried out on the basis of modern approaches to the organization of the public administration system in compliance with its classical principles. It is determined that the budget financing of the activities of the network of situational centers of public authorities is carried out without specification within the framework of the program-target method. In order to improve budgeting mechanisms in the implementation of network management, recommendations on the introduction of special budget programs for public authorities are provided.
