Abstract

تعرف المجموعات الإرهابية بشکل عام بأنها تلک المجموعات التي تقوم بتنفيذ أعمال إرهابية بحيث أن أفعال تلک المجموعات ينظر إليها على أنها حملات إرهابية، غير أن المجموعات الإرهابية في الوقت الحالي تقوم بتوظيف تکتيکات بخلاف التکتيکات الإرهابية حيث تستخدم تکتيکات حرب العصابات وتستخدم کذلک استراتيجيات تجمع بين الوسائل السياسية والوسائل العنيفة والأکثر من ذلک أن هذه الأفعال للعنف السياسي تشکل في الغالب جزء من صراع أوسع مثل الحرب الأهلية أو التمرد، وهذا يعني أن المجموعات الإرهابية أصبح تعريفها أکثر شمولا بحيث أنها لم تعد تعرف بأنها تلک التي تستخدم العنف ضد المدنيين وحسب، ولکنها تلک التي توظف العنف بشکل شامل وضد أهداف متنوعة لتحقيق ما ترغبه من أهداف وبالذات ما يتعلق بتنازل الحکومات التي تقوم تلک المجموعات بالعمل ضدها. کلمات مفتاحية: طالبان – الحرکات الارهابية – التفاوض – مکافحة الارهاب Astract: Terrorist groups are generally defined as those groups that carry out terrorist acts so that the actions of these groups are seen as terrorist campaigns, but the terrorist groups at present employ tactics other than terrorist tactics where they use guerrilla tactics and also use strategies that combine political means and violent means.
