Abstract

The solution to the problem of spatial development of agriculture, which occurs under conditions of import substitution, is closely connected with the achievement of the country’s food security, the production of agricultural products in regions with favorable natural and climatic conditions. The spatial development of certain sub-sectors is also associated with solving national and regional interests, issues of state support for rational placement, deepening specialization and concentration of production, and territorial organization of agriculture. Provided that there are significant regional differences in agriculture in the Russian Federation, a general or unambiguous approach to spatial organization is excluded. The study of the efficient production of agricultural products in regions with relatively favorable natural and economic conditions requires special attention. Issues of agricultural development and production of individual crops in the territory of the Non-Black Earth Zone, in the regions of the North and the republics of the North Caucasus are relevant. Structural changes are therefore needed in the spatial location of agricultural production, which will require changes in State policies to stimulate specialization and concentration of production of certain agricultural products in zones with the best conditions for their cultivation. First of all, structural changes should be aimed at accelerating the production of products that do not provide demand, the level of self-sufficiency, the ability to export to other regions and enter the external market. Special attention is required to solve the problem of saturating the domestic agri-food market with high-quality products, improving the territorial-sectoral structure of agricultural production, reducing production costs, creating economic and production conditions for expanded reproduction.
