Abstract

The aim of the article is to develop scientific and methodological tools for studying risks in the context of transferring the powers of management of municipal educational organizations to the regional level. The relevance of the study is explained by the need to study the risks that may arise in the context of the transfer of powers of school management to the regional level, and to develop appropriate methodological tools from the perspective of regulatory legal acts in terms of strengthening the role and responsibility of public administration in Russian schools. Based on the analysis of scientific literature on the research topic, conclusions were drawn about the scarcity of aspects of the methodological substantiation of optimal organizational and managerial models for the transfer of municipal educational organizations to the regional level, as well as scientific and methodological support, resource provision, taking into account regional characteristics and risks of relevant management processes. The main results obtained by the author have theoretical significance in terms of presenting a classification of possible risks of regionalization of the general education system in the following areas: transformation risks, project risks, management risks, organizational risks. The practical significance is to develop an approximate road map to minimize the risks of transferring powers to manage schools to the regional level. Directions for using the main research results in practice are presented.
