Abstract

The article described the main approaches to solving the problem of ensuring the sanitary and epidemiological well-being of the population of the country. The purpose of this article was to provide a systematic analysis of the main mechanisms of public administration aimed at preventing the exacerbation of a systemic crisis related to the emergence and spread of coronavirus disease (COVID- 19). Ukraine is not ready for such global challenges. There was an objective need to introduce and implement the following measures for today. Introduce training for crisis managers who have experience and qualifications. Formation of a register of such persons for the purpose of involving them in the work of state authorities. Regulation of the activity of employees on-line in the current normative legal acts of Ukraine with provision of forms of reporting, remuneration and possibilities of control over their activity. Provision of an educational process through electronic means of communication through settlement is in the current regulatory framework of Ukraine, including all the envisaged measures related to the certification of higher scientific personnel. Amendments to the Laws of Ukraine “On Civil Service” and “On Service in Local Self-Government Bodies” in order to regulate the issue of working online for civil servants and local self-government officials.
