Abstract

The article analyzes the possibilities of conducting a coordinated investment policy within the framework of the concept of spatial development of the St. Petersburg agglomeration and formulates key proposals for potential projects and joint actions of the two subjects of the Russian Federation as a tool to reduce existing problems and smooth out imbalances. The necessity of implementing joint agglomeration projects, including in the field of creating modern places of employment, is substantiated. The proposals on institutional interaction of the governing bodies of the two subjects of the Russian Federation within the framework of the development of the St. Petersburg agglomeration are formulated. It is demonstrated that one of the key problems of ensuring a balanced, polycentric development of the St. Petersburg agglomeration is the lack of synchronization of the spatial development of the territory of the two constituent entities of the Russian Federation in the field of investment activity, which leads to a deterioration in the quality of life of the population and the quality of the urban environment in the agglomeration as a whole. This study is a logical continuation of the research devoted to the spatial development of the St. Petersburg agglomeration, the results of which, among other things, have been published in past issues of this journal.
