รูปแบบการมีส่วนร่วมในการจัดการโรงไฟฟ้าพลังน้ำขนาดเล็กมากตามแนวปรัชญาของเศรษฐกิจพอเพียง (Energy Participatory Management Model of Micro-Hydro Power Plant Based on the Philosophy of Sufficiency Economy)

Thai Abstract: การวจยนมวตถประสงคเพอวเคราะหสภาพและอปสรรคในการจดการโรงไฟฟาพลง นาขนาดเลก มาก รวมทงเสนอกลยทธและรปแบบการจดการแบบมสวนรวมตามปรชญาของเศรษฐกจพอเพยง (PSE) เลอกกลมตวอยางแบบเจาะจงจ านวน 15 รายในการสนทนากลม วเคราะห SWOT โดย McKinsey 7-S และ PEST Framework วเคราะหสภาพแวดลอมภายในและภายนอกองคกร วเคราะหกลยทธโดย TOWS Matrix เพอน าเสนอรปแบบการมสวนรวมในการจด การโรงไฟฟา ผลการศก ษาพบวา การจด การโรงไฟฟาโดยสหกรณ ชมชนใหค วามสาคญ ตอโรงไฟฟา และมส ว นรวมอนรก ษทรพ ยากรธรรมชาตใ หม ต น นาผลต ไฟฟาใชใ นหมบ า น ขณะเดย วกน ชมชนตองเสรม ความรในการวางแผน พลงงานและเทคนคภายใต Local Energy Plan (LEP) สรางเครอขายกบชมชนอน สรางคนรนใหมบรหารงานโรงไฟฟา แมภาครฐ ปรบ ปรงโรงไฟฟาโรงแรกให ชมชนตองเรย นรเพอ การจด การตอไป หารอ นโยบายพลง งานกบภาครฐซงตองผลกดนกฎหมายใหเออตอการด าเนนธรกจ ไฟฟา การจด การจะประสบความสาเรจ โดย 3 ภาคสวน ไดแกภาครฐ ชมชน และศนยวจยและพฒนาของทงภาครฐและเอกชน รวมด าเนนการตามกลยทธเชงรกโดยม PSE เปน หลกผลกดนโครงการ LEP ไปทศทางเดยวกนอกทงภาครฐตองแกไขขอจ ากดทางดานกฎหมายเพอสนบสนนการด าเนนธรกจพลงงานชมชนไดอยางตอเนอง โดยเฉพาะการประดษฐอปกรณในประเทศใหมมาตรฐานสากลทภาครฐตองใหการสนบสนนอยางแทจรง ซงจะท าใหชมชนแมก าปองเปนศนยเรยนรทเปนตนแบบภายใตโครงการ LEP ทมอยทวประเทศ English Abstract: The purposes of the research were (1) to analyse the state and hindrances of the Micro-Hydro power plant management (2) to propose the strategy and the participatory management model based on the Philosophy of Sufficiency Economy (PSE). Focus group discussion were conducted to collect data from 15 samplings of key informants, the Purposive Sampling. SWOT analysis, utilizing McKinsey 7-S, PEST Frameworks and TOWS Matrix were utilized to propose the energy participatory management model. Research findings revealed that the power plants were governed by the cooperative. The leader and villagers cooperated in having headwaters been nurtured to generate the electricity to their households. Also, they have to enhance energy planning and know how under the Local Energy Plan (LEP) by using network community, grooming next generation to handle the business at the same time. Although the government has allocated budgets to maintain the power plant, the villagers’ cooperation is a must. Furthermore, the propelling of the local energy policy should be discussed and adapted by the government for the local energy business. All in all, the participation of 3 sectors-the government, community and Research and Development institutes have to cooperate and carry on the strategy based on PSE propelling LEP in the same direction. Consequently, the limitation of law and the internal technology have to be discussed and propelled by the government to supplement the local energy business. Remarkably, Mae Kampong community will be the Knowledge Center of best practice of the communities running the LEP project scattering throughout the country.
