Abstract

The general articulation of the issue and its connection with the important research and practice tasks. The COVID-19 pandemic has caused unusual living and working conditions around the world, particularly in Ukraine. The problems that have increased due to quarantine restrictions in Ukraine: poverty, unemployment, inequality and social exclusion. It has also led to the accelerated development of a variety of digital technologies and tools.Based on the circumstances, the role of public authorities in creating the right conditions for the development and implementation of digital technologies that can reduce the effects of the COVID-19 pandemic is becoming extremely important.The analysis of the recent publications regarding the issues this article deals with; identification of parts of the general problem that have not been previously addressed. The issue of digital transformation of public administration and digital development of society by scientists researched: O. Karpenko, V. Namesnik, N. Savchenko, L. Fedulova. Conceptual principles are defined in detail in the Concept of development of the digital economy and society of Ukraine for 2018–2020 (2018).Some aspects of digital development, inequality and inclusion investigated: A. Dubrovyk-Rokhov’s, L. O’Brien’s and problems and risks of increasing inequality in Ukraine during a pandemic were studied by: E. Libanova, M. Fouani, K. Borisenko, J. Shabanova and others.However, the problem of ensuring effective digital development in Ukraine as a priority area of public administration to stabilize the situation with the consequences of the COVID-19 pandemic remains unresolved.The purpose (the objective) of this article. To identify problematic issues and identify key prerequisites for digital development as a priority of public administration to stabilize the situation with the consequences of the COVID-19 pandemic in Ukraine.The key results and the background. The article investigated current scientific and practical approaches to understanding the role of public authorities as extremely important in creating appropriate conditions for the development and implementation of digital technologies that can reduce the effects of the COVID-19 pandemic by: stimulating digital infrastructure, digital literacy, skills and competence, digital participation, the digital economy development and the introduction of the digital jobs concept. Accordingly, it should lead to the creation of new jobs, use and expansion of the range and availability of digital services, online education for advanced training and acquisition of new knowledge in order to improve professional opportunities, career growth and self-employment, and so on.Conclusions and the prospects of the further research. The COVID-19 pandemic and quarantine restrictions have led to the transformation of various spheres of public life, including significant changes in the economy and the labor market. Currently, the role of public authorities is extremely important in creating the right conditions for the development and implementation of digital technologies that can reduce the effects of the COVID-19 pandemic.Requires attention to further research the relevant give grounds to assert the need for further scientific discussion on the possibilities of public administration in the field of digital development to strengthen the socio-economic potential of Ukraine.
