Abstract

On March 25, 2022 the Saint-Petersburg University of MIA of Russia held a plenary meeting of the international scientific and practical conference (Sorokin readings), dedicated to the memory of Yuri Efremovich Avrutin, doctor of law, professor, honored scientist of the Russian Federation, honored lawyer of the Russian Federation, and the 75th anniversary of his birth.
 By the day of the conference, a collection of its materials was published in digital form. It included 152 scientific works prepared by 166 authors from 49 scientific and educational organizations, including 8 authors from 4 foreign countries (the Republic of Belarus, the Republic of Kazakhstan, the Republic of Uzbekistan, and Azerbaijan Republic). 23 doctors of law, 89 candidates of law, and 8 employees of police force of the Russian Federation took part in the creating of this compendium.
 At the plenary session the participant shared their opinions and came to terms on the challenges of modernization of public administration, administrative and administrative procedural law, on theoretical and applied problems of improving legislation on administrative offenses and administrative-jurisdictional activities, questions of security and public order, development of the police and other law enforcement activities.
