Abstract

The article examines the sustainability of the territorial development of Russian regions in the context of economic and innovative competitive attractiveness by the influence of internal and external challenges and threats as well as the Covid-19 pandemic. The study of the sustainability of regions is based on the methodology for measuring and evaluating competitive attractiveness. The sustainability of the competitive attractiveness of regional development implies an improvement or no change in the score and ranking positions of the territory. It is proposed to calculate the degree of instability of regional development using the sustainability index, which is calculated as the ratio of scores of competitive attractiveness in points for the beginning and end of the study period. The proposed methodology is being tested by the example of the regions of the Northwestern Federal District for the period of 2019–2020. It is shown that the factor of the economy on the part of the subjects of management is more effective and relevant than in the field of innovative development and also due to which primary indicators the regions of the North-West showed development instability. General conclusions are drawn about the impact of challenges and risks on economic and innovative competitive attractiveness.
