Abstract

The purpose of the article is to analyze the specifics of the implementation of the model of communication interaction between the authorities and society, which provides effective feedback and allows developing compromise solutions that can mobilize society to solve the political tasks adopted by the authorities. As the main factors that determine the model of interaction implemented in practice, the value of the valuable bases that determine the communicative culture of the dialogue between the authorities and society, and the interaction technologies that form new ways of mastering reality is considered. Technology and communicative culture are proposed to be considered as complementary elements that, being in interaction, determine the nature and direction of this interaction in the form of a neutral, regressive or progressive type in terms of the effect of interaction between government bodies and civil society institutions in modern conditions of digital transformation of the state-public relations. It is noted that the type of interaction will largely depend on the coincidence of the goal-setting of the subjects of interaction: why these interaction technologies are created and what value bases are laid in the basis of the formed communicative culture of their use. The author shows that a constructive model of interaction between the authorities and society, which contributes to the progressive development of state-public relations, is realized under the condition that the goal-setting of the developed and implemented technologies and the content of the communication culture, determined by the common values of the authorities and society, coincide. At the same time, technological, cultural and target factors make it possible to consider communication processes between authorities and civil society in their systemic relationship as an integral management organism.
