Abstract
Local government provides the opportunity for citizens to infl uence those decisions that affect their immediate social and economic environment. In addition, it contributes to effectively addressing and overcoming public problems. For these reasons local government is a cornerstone of a democratic society and an organized and effi cient state. However, the centralized Greek administration does not allow the consolidation of local-governing culture. The Government regards local authorities as the local arm of its work and don’t assign them decisive powers. The reasons for this particular phenomenon are analyzed in this paper.
