Abstract
The article proves the necessity and importance of intensification of regional development for the post-war renewal of Ukraine. It is substantiated that in modern conditions, the announced regional development plans can be rationally implemented only on the basis of strengthening the innovative, informational and intellectual components of the regional economy. The key levers for increasing the possibilities of building a smart economy and the information economy at the regional level have been identified. The first lever is determined by the preservation and subsequent accumulation of volumes of human capital. The second lever is to improve the quality and progressivity of all types of education, orient educational programs to the needs of the labor market. The third lever is the development of the scientific sphere with an orientation to the world's leading directions of scientific activity. The fourth lever is the extensive use of information and communication technologies in production activities by economic entities, the introduction of Big Data analysis procedures. The fifth lever defines a large-scale transformation of all technological processes and procedures of a commercial nature with the use of innovations and the latest management solutions.
