Abstract
The article is devoted to the prerequisites and the course of the formation of the systems of provincial and zemstvo self-government of the Moscow state in the second half of the XVI century. The author aims to show the leading influence of the electoral system that developed in the specified period of time not only on the stable functioning of local bodies that retained their legal capacity during the "Time of Troubles", but also on the subsequent formation of the central state apparatus and the formation of a new royal dynasty.
