Abstract

Effective public administration in the field of recovery after isolation is a highly relevant challenge for the Ukrainian state governance. Using of the isolation as a professional concept helps us to organize services for all returnees in any political landscape. The purpose of the research was to substantiate expediency and necessity of implementation of the model in public administration of recovery processes for the Ukrainian citizens released from the forced isolation, and determine, in this regard, basic mechanisms of public administration, their role, essence, features and interconnections. The integrated model of reintegration and post-isolation support in Ukraine was designed to be used to help military personnel and civilians released from the forced isolation. Based on the reintegration model of the US Department of Defense, and being corresponded with AJP 3.7, we proposed in the Ukrainian model some new organization and methodical features, such as interagency approach, original design of reintegration phases due to the local specifics, integrity of reintegration and post-isolation support activities, possibility to organize reintegration and post-isolation activities for a large amount of returnees at once. Establishing of the reintegration and post-isolation support system for the personnel of the Ukrainian Armed Forces is a result of implementing of the integrated model of reintegration and post-isolation support. The integrated model of reintegration and post-isolation support is proposed as a basis of the national recovery and post-isolation support system. A number of terms, concepts and their meaning are proposed to be used in Ukrainian in the nearest perspective. Legislative, organization, monitoring and analysis, integrated inter-sectoral collaboration are the main mechanisms of public administration for personnel recovery after isolation.
