Abstract

The article determines that the circle of responsibilities of the owner of the animal is much larger than the burden that the owner of an inanimate thing bears. It is considered which animals can own citizens, and in what sense the term “pet” is understood in the legislation. The evolution of legislation ensures the duties of pets is analyzed. It is stated that at first the failure of the responsibilities of animal owners almost did not entail the application of sanctions to them, but the responsibility for this kind of violation is gradually introduced. It is proposed at the federal level to consolidate the need for state registration of pets in order to emphasize public interest in fulfilling the duties of their owners. It is concluded that educational work is necessary with the owners of pets, and not just the tightening of sanctions for violation of the legislation on responsible treatment of animals.
