Abstract
Work forces movement affects substantively on economy of the territory and its development. In order to define migration attractiveness patterns of change as a result of certain statistic indicators changes, which characterize socio-economic, climatic situation on Arkhangelsk region example, the balanced scorecard system of migration attractiveness assessment of Arkhangelsk region was developed. It is possible to use this model for planning and forecasting of migration flows.
