Abstract

Goals. The first in-depth study of Tuva’s labor market analyzes data obtained via hardware/software monitoring solutions created by National Labor Research Institution (Ministry of Labor of Russia) for actual demand and supply structures. Results. The paper compares and introduces qualitative and quantitative characteristics of CVs and vacancies; considers demand and supply figures by professional groups, educational levels and qualifications; compares the existing vacancies to sociodemographic characteristics of Tuva’s unemployed residents according to official statistical data. Special attention is paid to gender, educational, and age parameters of job applicants from online resources — and actual job offer requirements. The work also provides comparative insights into levels of wages mentioned in job applications and offers respectively, rates industries by number of vacancies, explores representativeness of potential employers registered in other regions of Russia. Conclusions. The article shows Tuva’s labor market is vividly characterized by ‘skills mismatch’, i.e. a misbalance between demand and supply in terms of professions and qualifications — whether involving university degrees or without the latter — that shall keep aggravating the unemployment agenda and adversely influence household incomes.
