Abstract
The author has developed and presented the concept of a law enforcement function implemented by the state, and the implementation of this function is considered on the example of the migration sphere. The author declares the need to revise the norm enshrined in part 7 of Article 32.10 of the Administrative Code of the Russian Federation. As organizational measures aimed at identifying and suppressing administrative offenses committed in the field of migration, it is proposed to create operational groups in the territorial bodies of the Ministry of Internal Affairs of Russia at the district level, whose activities should be aimed at the daily implementation of measures aimed at identifying, suppressing, fixing (documenting) administrative offenses, as well as crimes related to migrants.
