Abstract
The article considers various viewpoints of scientists on the concept of “security”, which is the subject of the present research. The study of the category “security” is necessary for an objective assessment of the level of threat that mobile communication devices located in institutions of the penitentiary system pose to the public and personal safety of citizens, the state, and society. We put forward recommendations for improving the current Russian legislation.
