Abstract

The practice of managing the balanced socio-economic development of territories is changing rapidly. Crisis phenomena, external pressure, various sanctions, global resource confrontation, as well as internal factors limiting socio-economic development bring to the fore the problems of sustainable territorial development. The management of modern territorial development is becoming more and more complex and multifaceted. In our opinion, it is in such conditions that it is extremely important to have a vision of the desired state and preferred ways and options for the development of the control object. It is necessary to analyze the underlying causes of current development problems and search for ways to resolve them. Many economists believe that “points of economic growth” in the regions may become closed administrative-territorial units, on the territory of which the facilities of the State Atomic Energy Corporation Rosatom or ROSATOM are located. The use of such long-term planning tools as SWOT and factor analysis seems to be extremely important in unlocking the potential of socio-economic development of these territories. The article deals with the formation of a development strategy for the territories of ROSATOM presence.
