Abstract

The article defines the methodological foundations of a sociological study of the role of information technology in improving the efficiency of customs administration in the Russian Federation. This viewpoint of the study is determined by fact that sociological reflection on the problems of management and managerial efficiency in the customs system of the Russian Federation can lead to new level of understanding of causes, factors and conditions for the reproduction of barriers that impede activities of the customs authorities of Russia in the format of effective customs administration. The prospects for overcoming the flaws of the Russian customs system and its approximation to the world standards of customs management are associated with information technology. However, there is a shortage of sociological developments in this subject field, primarily of a methodological nature. Methodological basis. The research is based on the ideas and principles of information-integrated approach to the study of the customs service, which combines the concept of "service customs" and a structural-functional approach. Results and its discussion. The main indicators of the sociological measurement of the role of information technology in improving the efficiency of customs administration in Russia, both in terms of functional efficiency and service efficiency, are: the dynamics and vector of changes in customs administration as a result of large-scale informatization of customs system of the Russian Federation; directions, results and barriers to the introduction of information technologies in the administrative activities of the customs authorities of the Russian Federation. The cumulative nature of the indicators obtained on the basis of these pointers will make possible to determine the functional efficiency of customs administration in terms of realizing the interests of the state customs policy and service viability as a focus on the needs and interests of participants in foreign economic activity.
