Abstract

The paper considers the methodology and indicators for balancing the socio-economic development of regions. It is proposed to consider the balance in the context of generalizing indicators of the competitive attractiveness of the territorial space for residents, enterprises and business structures, tourists and other active and attracted consumers of the territory. Balance means the minimization of imbalances of the region between the assessments of competitive attractiveness by four factors: economy, innovation, quality of life and human potential. The proposed method and indicators are tested on real calculations for the regions of Russia and in-depth for eleven regions of the North-Western Federal District based on statistical data of the 2020. The analysis of the balance of development is carried out in two aspects: between the competitive attractiveness of individual factors and their integral assessment and between the level of development of relevant factors in their interrelation. The second aspect of the analysis is considered in detail for the regions of the North-Western Federal District. The possibilities and informativeness of assessments of the balance of competitive attractiveness factors for the analysis of the features of territorial space and strategic management are shown.
