Abstract

Innovations in health policy are critical to ensuring the delivery of high-quality, affordable and effective health services, consistent with the relevance of the research topic. The aim of this article is to determine the approaches to the interpretation of innovation policy in health care, as well as to consider specific problems of innovation policy of health care in the Russian Federation, European countries and the US. The study uses general scientific research methods: comparison, analysis, generalization, specification. Five directions of approaches to the definition of innovation policy in health care organizations are considered: systemic, market, patient-oriented, equity-oriented, as well as technological determinism. Specific problems of innovative healthcare policy in the Russian Federation, European countries and the USA are considered, and possible solutions to them are proposed. It is concluded that, regardless of the level of achievements in the field of innovation in health care, all countries are faced with a list of specific problems that require coordinated action in finding a joint solution for all stakeholders.
