Abstract

The article notes that incentive tariffs are quite effective in attracting electricity consumers to participate in the process of improving the power quality and reactive power compensation. At certain values of the surcharge to the tariff, the installation and operation of technical means that improve the power quality and reduce the reactive power consumption in the consumer's network can be profitable and stimulating to take actions aimed at their application. However, it should be taken into account that the application of surcharges and discounts should not change the revenue side of the power grid organisation's budget. Otherwise, there is a contradiction with the principles of state regulation of tariffs for services of natural monopolies. In such a case, legal barriers prevent the model from being used in practice. The criterion for evaluating the decision on the amount of discounts and surcharges may be the criterion of the power grid organization's income economic feasibility, which implies the independence of income from the amount of applied surcharges and discounts to the tariff. The proposed criterion for evaluating a decision to be made assumes the interdependence of the surcharge and discount values. The relationship between their values is defined by a mathematical expression.
