Abstract

article presents a discourse-analysis a set documents which have different origins are related to policy-making conflict resolution and restoration of peace in eastern Ukraine. focus of analysis is Ukraine draft law The principles public policy in transition, which has approved by Cabinet of Ministers of Ukraine and currently has registered in parliament. framework of analysis is based on media reports, which have formed communication of this document, and currently signed political on settlement of conflict with participation of Ukraine and Russia. myth of non-compliance with Minsk agreements which is spread in Russian and pro-Russian media is more common message than another media-reports. It has been proved that this myth is derived from strategic myth of the non-alternative nature of Minsk as a peaceful settlement of conflict in Donbas. Dissemination of media-reports about ignoring or inconsistency draft text law on transition period with Minsk is aimed to discrediting efforts of Ukrainian authorities to offer alternatives conflict resolutions in Donbas or to expand negotiations operational field under Minsk agreements. production and promotion of opposing myths is a sign of willingness of both sides conflict to continue struggle in both information and political spaces. As a result, it undermines potential of negotiations, adds arguments in favor of unilateral action or forceful resolution of conflict, increases polarization in Ukrainian society, which is forced to decide between extreme options in choosing a public policy to «ORDLO» (temporarily occupied territories of Ukraine). draft law on transition period reflects public sentiment is characteristic of acute phase of conflict, with a low level of willingness to compromise and awareness of usefulness of negotiation process.
