Abstract

The development of a modern legal state is difficult to imagine without the development of a new type of social relations formed in the information space using digital communication tools (mobile communications, information and communication networks, including the Internet). Under these conditions, representatives of science and practice are invited to discuss the prospects for the formation of a new generation of human rights, presented in the form of digital rights (the right to respect for private (personal) life in the information space, the right to be forgotten, the right to freedom of expression on the Internet the right to access the Internet). In connection with the emergence of new scientific hypotheses, an attempt is made to consider the rights and obligations of an individual held administratively liable in the context of the rapid development of digital communication tools, as well as possible risks and threats to their implementation.
