Abstract

The study is devoted to problem of ensuring the prevention, suppression of disasters and the elimination of their consequences in the municipalities of the Russian Federation. It has been established that disasters, as negative phenomena that cause irreparable damage to fundamental constitutional values, such as life, health and safety of people, the right to protect the environment, also cause large-scale harm to municipalities, up to the termination of their existence, which in turn hinders the full realization of the right to local self-government. As a result, the protection of municipalities from disasters is a key element of the national security system. It has been determined that in order to prevent the destructive nature of disasters for the existence of municipalities, it is necessary to take a set of legal, political and socio-economic measures to restore those values that were damaged by the disaster. As a result of the study, the author comes to the conclusion that building effective tripartite federal relations between the Russian Federation, the constituent entities of the Russian Federation and municipalities will form an effective mechanism for protecting municipalities from disasters.
