Abstract

Job analysis of the multinational headquarters, the headquarters of the Ukrainian-Polish-Lithuanian peacekeeping brigade (UkrPolLitBrig) during the international peacekeeping exercises, points to the certain difficulties for using the new operational planning procedures. The study and practical use of these procedures is an important element in the training of officers of the Armed Forces of Ukraine.The purpose of the article is to determine the stages and procedures for the operational planning of international peace and security operations based on a comprehensive integrated approach.Successful experience in conducting coalition military operations by NATO countries shows that the decision-making system and the operational planning procedure match to modern requirements for achieving military-political and strategic purposes.For these purposes, a process of operational planning of operations for responding to armed conflicts has been developed. This process provides for an integrated approach, a clear decision-making procedure, planning operations, and civil-military missions and creating the necessary opportunities to achieve the goals. Such a mechanism makes it possible to quickly and efficiently counteract modern challenges and threats with the involvement of only the necessary capabilities.A comprehensive approach to planning operations and reaction to crisis situations is possible only with a systematic approach to operational planning and operations to ensure military security in total. A feature of this approach is the integrated use of interspecific armed forces of different countries, coordination of the combat use of different forces with involving opportunities non-military means of influence and civilian structures of various levels in the process of conflict resolution with the purpose to achieve maximum results.
