Abstract

The article is devoted to the projects of reforms of the traditional court system of the Turkestan Region offered by Governor-General K. P. von Kaufman in the 1870s and to the problems of their realization. The court reforms are analyzed as a direction of the frontier modernization policy of Russia’s Central Asia, whilst the transformations themselves were both a way and an objective of modernization actions. The specific situation in the region as well as an ambiguous position of central and regional authorities towards the Kaufman’s proposals gave rise to the special approach to the reforms which could be characterized as an acculturation. The author considers the problems Kaufman and his subordinates confronted during the reformation process and evaluations of its results by an initiator and his opponents. It is concluded that due to different reasons K. P. von Kaufman was not successful in his court reform, but some his proposals would be taken into account during the further transformations in Turkestan. The basic sources of the research are the documents of Kaufman himself as well as materials of Russian imperial authorities of different level reflected their position towards his reforms.
