Abstract
The main role in the creation and develop-ment of lateral clusters should belong to the formation and development of unions of uni-versities and industrial organizations for the development and creation of new and im-provement of existing products. The lateral cluster of higher education is an integration mechanism that ensures the intensive de-velopment and social partnership of its con-stituent organizations and universities, as well as the competitiveness of the country as a whole, the development of industries and the strengthening of ties between organizations and the state. The priority vector for further improvement of cluster policy is the development and formalization of strategies for the development of lateral clusters and their effectiveness. A methodology for determining the effective sustainable innovative development of the cluster economy and the country is proposed.
