Abstract

In the article, the author analyzes the approaches to assessing the effectiveness of the patrol police in the field of road safety. It was determined that the effectiveness of the patrol police should be measured on the basis of certain criteria and indicators. Assessment criteria should be understood as a set of signs, a separate direction or a set of homogeneous actions that characterize a certain aspect of the activities of the patrol police of Ukraine in the field of road safety. In turn, by indicators, we can understand factual data, expressed mainly in quantitative form, which in a certain way characterize the corresponding criterion for the work of the patrol police. It was revealed that the activities of the patrol police in the field of road safety in foreign countries are planned and assessed on the basis of strategic priorities, which in their essence serve as criteria for assessing the activities of patrol officers. In turn, according to these priorities (criteria), the police determine the appropriate measures, which must be supported by evidence - that is, performance indicators. Foreign patrol police units pay special attention to the speed of response of patrol officers and the time of arrival at the scene of a traffic accident, the level of public confidence in the patrol police units, the rate of road deaths, as well as the level of logistical support of the police. In turn, the approach in the former post-Soviet countries predominantly contains quantitative indicators for assessing the work of the police, consisting of the number of reports on offenses drawn up, the number of crimes solved, offenders arrested, and the like. It is proposed to form a system for assessing the effectiveness of the patrol police in the field of road safety on the basis of a combination of quantitative and qualitative performance indicators, which should determine the content of individual priorities of its activities for a certain period of time.
