Abstract

The work identifies the problem of the lack of an appropriate legal mechanism, on the basis of which the realization of the right of a citizen to be exempted from paying rent under a social contract of employment would be ensured. It is shown that the Housing Code of the Russian Federation provides for the existence of a unified procedure for recognizing citizens as poor, however, it delimits the goals and legal consequences of classifying citizens to this category. It is postulated that the procedure for recognizing persons as poor for the purposes of registration significantly burdens citizens who wish to be recognized as poor for the purpose of exemption from rent. Methods for solving this problem are proposed by adjusting the provisions of both federal and regional legislation.
