Abstract

Due to the liberal reforms having been carried out for three decades, Russian Far East has turned into a zone of severe socio-economic depression, which is accompanied by crisis phenomena in the formation of human capital. Problems of public health protection continue to pile up, as the result of reducing investments into regional medicine and education and training. The growing problems of healthcare level reduction in the Far East, combined with unsolvable issues of ensuring availability, quality and safety of medical care, result in and stimulate destructive migration processes. The way out of this situation should be considered from the perspective of the introduction of personalized approaches to the provision of medical services in the framework of the implementation of «Medicine 5P» technologies, that can fight not only the consequences of diseases, but also actively influence the causes of their occurrence, that requires modernization of the training of future doctors.
