Abstract

The organization of cost and product quality management in the field of oil production and primary refining is considered and analyzed. The importance of the effective organization of the solution of these tasks for the economic development of the country and the increase in the rate of economic growth is substantiated. It was revealed that limiting the access of Russian producers to modern technologies for oil production and refining sharply limits the possibilities of systematic management of costs and product quality, and reduces the positive effects of such management. It has been determined that the main reason for resource constraints is Russia's growing technological dependence on imports of modern equipment and technologies for the needs of the industry, the share of imports is constantly growing, sanctions against Russia increase the negative effects of technological dependence. It was also established that insufficient efficiency and incomplete management of costs and product quality are preserved by soft institutional rules that reduce the liability of manufacturers, suppliers and intermediaries for poor product quality, non-fulfillment of contractual obligations. The necessity of developing and implementing a technological strategy for Russia that can reduce the negative impact of resource constraints on the efficiency of cost and product quality management in the field of oil production and primary refining, as well as in other sectors of the economy is substantiated. Measures are proposed to strengthen the responsibility of manufacturers for low quality products, support effective, socially responsible entrepreneurs.
